Chief Executive Officer
Barclay Berdan, FACHE, is chief executive officer of Texas Health Resources. Berdan became CEO in 2014, after serving as senior executive vice president and chief operating officer. He is one of the longest-serving CEOs of a major health system in North Texas and is a nationally recognized and respected professional in the industry.
Under his leadership, Texas Health has engaged in collaborative partnerships to address emerging healthcare issues. He has been a champion of change, leading the transformation of Texas Health to a health system focused on consumers and its mission of improving the health of the people in the communities it serves. He has put meeting the needs and preferences of consumers at the core of every aspect of the organization by offering high-quality, affordable, personalized experiences while addressing social determinants of health and giving back to the community.
With more than 29,000 employees, Texas Health is one of the largest employers in North Texas. Texas Health has created and nurtured a culture built on inclusivity and respect for its consumers, employees and physicians on the medical staff. Berdan graduated from Texas Christian University with a Bachelor of Science in business administration and received his master’s degree with a focus in hospital administration from The University of Chicago.

Laura Irvine
Senior Executive Vice President and Chief Strategy & Experience Officer
Laura Irvine, FACHE, serves as senior executive vice president and chief strategy and experience officer, focused on fostering Texas Health Resources’ overall consumer experience, developing new products and services, and driving the leading health system’s strategic growth and priorities.
Irvine oversees system efforts to partner with consumers for a lifetime of health and well-being while also facilitating growth to sustain the organization for generations to come. Texas Health’s Brand Experience, Product Development, Consumer Strategy and Market Insights, System Transformation, Enterprise Data and Analytics, and Information Technology teams report to her. She also oversees operations of Southwestern Health Resources, Texas Health’s clinically integrated network in affiliation with UT Southwestern Medical Center.
A longtime leader in the Dallas-Fort Worth healthcare market, Irvine previously served as executive vice president and chief network strategy officer at Baylor Scott & White Health, where she led enterprise strategy and growth, business development, payor strategy, value-based care and the BSW Quality Alliance. She also held the position of chief administrative officer for Medical City Healthcare’s North Texas Division. Irvine grew her career at Methodist Health System in a variety of roles over two decades, from administrative resident to hospital president and executive vice president of integration and alignment.
Irvine earned her bachelor’s degree in business administration from Baylor University and a master’s degree in healthcare administration from Trinity University.

Rick McWhorter
Senior Executive Vice President and Chief Financial Officer
Rick McWhorter is the senior executive vice president and chief financial officer of Texas Health Resources. In this role, he provides accounting, financial risk and affordable health leadership and support. He also oversees Investments and Treasury Services, Insurance Services, Revenue Cycle Management, Real Estate Operations, and Supply Chain Management.
Since joining Texas Health in 1990, McWhorter has provided financial oversight across the organization while serving in numerous leadership roles. In addition, he serves on the boards and committees of several joint ventures, including Southwestern Health Resources, an integrated network that blends the strengths of UT Southwestern Medical Center and Texas Health. Additionally, McWhorter represents Texas Health as a member of the board and finance committee for Premier AEIX, a professional liability risk retention group.
Under McWhorter’s leadership, Texas Health has consistently achieved a top-tier credit rating while maintaining a consumer and community focus. Since 2019, Texas Health has donated over $18 million in Community Impact Grants and contributed more than $3 billion in charity care and community benefit to positively impact the North Texas community.
McWhorter earned his Bachelor of Business Administration in accounting from Texas Wesleyan University, where he currently serves on the board and finance committee. He is also a licensed certified public accountant in the state of Texas, a certified health care financial professional and a fellow of the Healthcare Financial Management Association.

Winjie Tang Miao
Senior Executive Vice President and Chief Operating Officer
Winjie Tang Miao serves as senior executive vice president and chief operating officer of Texas Health Resources. In her role, Miao is charged with fostering the evolution of the system’s core services and developing an integrated, high-performance delivery network that is consumer focused. She oversees Texas Health’s Hospital Channel, physicians group and ambulatory and virtual care services, along with clinical excellence and network navigation functions.
Prior to assuming the chief operating officer position, Miao served as Texas Health’s chief experience officer, leading the organization in elevating the needs and preferences of consumers. With a focus on moving beyond episodic sick care to provide consumers a lifetime of health and well-being, Miao expanded access to services by opening new channels of care delivery when, where and how patients prefer. She led the organization’s Connected Health strategy and implementation and was integral in developing capabilities around data and insights, virtual patient experiences and customer relationship management competencies.
Miao joined Texas Health in 2000 as an administrative resident at Texas Health Presbyterian Hospital Dallas and served in a progression of leadership roles, including opening Texas Health Harris Methodist Hospital Alliance as its inaugural president. She joined the system leadership team in 2015 as senior vice president of system integration and innovation and was instrumental in creating Reliable Care Blueprinting™, Texas Health’s approach to care design to deliver a safe, reliable and quality experience in every consumer encounter.
A biomedical engineering graduate of Johns Hopkins University, Miao also earned a master’s degree in healthcare administration, with a concentration in financial management and quality management, from the University of North Carolina.

Carla Dawson
Chief People Officer
Carla Dawson is the chief people officer of Texas Health Resources, with almost 20 years of experience with the organization. Dawson is responsible for creating and executing Texas Health's people strategy while overseeing a range of departments, including HR Operations, Employee Health and Volunteer Services. Her passion is developing an inclusive culture that attracts, retains and inspires individuals to do their life’s best work.
Under Dawson's leadership, Texas Health has undergone a transformative journey, elevating the consumer experience and optimizing HR functions and processes. Dawson’s key accomplishments include designing and managing competitive Total Rewards and benefits offerings, modernizing HR technology solutions, spearheading business acquisitions, and leading diversity, equity and inclusion efforts.
Her contributions have led to Texas Health being nationally and locally recognized with prestigious awards, such as Fortune’s 100 Best Companies to Work For® list, Fortune’s Best Workplaces in Texas™ list, Fortune's Best Workplaces in Health Care™ list, the 2023 Fortune Best Workplaces for Women™ list, and The Dallas Morning News Top DFW Employers list.
Prior to joining Texas Health in 2005, Dawson worked as a consultant at Hewitt Associates. She holds certified benefit professional and certified compensation professional certifications from WorldatWork and is a Prosci certified change management practitioner.
Dawson earned a Bachelor of Arts degree in advertising with honors from Texas Tech University.

David J. Tesmer
Chief Community and Public Policy Officer
David Tesmer, M.P.A., serves as chief community and public policy officer for Texas Health Resources. His more than 35 years of experience in public policy and community affairs help him effectively lead Texas Health’s strategic direction in public policy and advocacy, stakeholder relations, faith and spirituality integration, community health improvement, community impact and North Texas Healthy Communities, including Blue Zones Project™ Fort Worth.
During his tenure, Texas Health has earned recognition for its efforts to improve the health of individuals and communities, receiving the Texas Hospital Association Excellence in Community Service Award and the American Hospital Association Foster McGaw Prize for Improving Community Health/Wellbeing, among others. Tesmer has personally received numerous awards for his advocacy efforts, including the United Nations Global Leadership Award for Sustainable Development in Good Health and Well-being.
Tesmer holds regional, state and national leadership positions including serving as chair of the Texas Association of Voluntary (Non-profit) Hospitals and the Trauma Center Association of America’s Advocacy Committee.
Tesmer received his Bachelor of Arts in political science and Master of Public Administration from Texas Tech University. He currently serves as a guest lecturer at Texas Christian University’s Neeley School of Business, Baylor University’s Hankamer School of Business and The University of Texas at Dallas’ Naveen Jindal School of Management.

Kenneth J. Kramer
Executive Vice President and General Counsel
Kenneth Kramer, J.D., is the executive vice president and general counsel for Texas Health Resources. During his 30-year tenure with the system, Kramer has overseen its legal services and those of its many provider entities.
Prior to joining Texas Health in 1993, Kramer was senior division legal counsel for Charter Medical Corporation in Macon, Georgia and held the positions of director of medical law and deputy staff judge advocate for the U.S. Air Force. He retired as a judge advocate (lieutenant colonel) with the Air Force Reserve in 2003.
He co-authored “AIDS Issues in the Military,” published in the Air Force Law Review and a two-part article, “Clinical Privileging Actions in the U.S. Air Force Medical Service,” published in the June and September 1996 editions of The Reporter, a Judge Advocate General (JAG) legal review.
Kramer was an honors graduate of the Air Force Academy in Colorado Springs, Colorado. He received his master's in psychology from St. Mary's University in San Antonio, Texas, and his law degree from The University of Texas School of Law in Austin, Texas. He also completed the General Management Program at the Harvard Business School. In addition, Kramer lectures on many health care topics, including mental health and managed care issues.

Dhruvangkumar Modi, M.D., M.P.H.
Chair, Physician Leadership Council
Dhruvangkumar Modi, M.D., M.P.H., is chair of the Physician Leadership Council (PLC) for Texas Health Resources. In this role, he leads physicians on the medical staffs of Texas Health hospitals through the challenges and opportunities of the healthcare environment. The PLC represents its colleagues at the system level and works with them to help shape the future of healthcare delivery in North Texas.
Modi is president of the medical staff and medical director of the intensive care unit at Texas Health Presbyterian Hospital Denton. Prior to serving in this role, he was vice chief of the medical staff.
Modi currently sits on the Inpatient Physician Advisory Committee for Texas Health, the Medical Executive Committee at Texas Health Denton and a host of other committees within the organization.
Modi received his medical degree from Government Medical College, Surat in India and holds a Master of Public Health degree from the University of Alabama at Birmingham. He completed his residency at the University of Illinois College of Medicine Peoria and a fellowship at the University of Wisconsin School of Medicine and Public Health.

Laura McWhorter
President, Texas Health Resources Foundation
Laura McWhorter, CFRE, serves as president of the Texas Health Resources Foundation, where she directs the philanthropic strategy that provides critical support for hospital initiatives, as well as community health improvement and education programs.
During her 25-year tenure with the foundation, she has led many key initiatives, including the most successful philanthropic campaign for Texas Health Harris Methodist Hospital Fort Worth when it opened its Jane and John Justin Tower, the largest construction project in Texas Health history, in 2022. McWhorter secured the lead gift that carries the name of the legendary Fort Worth couple.
McWhorter has played a key role in developing and serving as a co-executive champion for Texas Health Community Impact, an award-winning program that addresses social determinant of health issues at the ZIP code level. McWhorter also provided leadership that contributed to the city of Fort Worth being named the largest Blue Zones Community® in the country and Texas Health’s achievement of becoming a Blue Zones Project Approved Worksite®.
McWhorter received her Bachelor of Science degree in education from Texas Christian University.

Shawn Parsley, D.O.
President and Chief Operations Officer, Texas Health Physicians Group
Shawn Parsley, D.O., serves as president and chief operations officer of Texas Health Physicians Group (THPG). He brings over 25 years of experience as a successful family physician and healthcare business leader to THPG.
Since joining Texas Health in 2011, Dr. Parsley has worked closely with system and hospital leadership to develop and implement the organization’s employed physician and advanced practice provider strategy. In addition, he works jointly with Southwestern Health Resources, a regional health network integrating the UT Southwestern Medical Center and Texas Health systems, to deploy value-based care initiatives.
Parsley was a U.S. Army Health Professions Scholarship winner in medical school and began his career as a captain in the U.S. Army, where he was quickly elevated to chief of clinics for the largest outlying health clinic in the European Regional Medical Command. Before joining THPG, he served in leadership roles with Medical Edge Healthcare Group and successfully syndicated multiple physician-owned enterprises. He has also served on numerous boards and committees, both within Texas Health and in private business.
Parsley received his undergraduate degree from Southwestern University in Georgetown, Texas, before graduating medical school from the University of North Texas Health Science Center at Fort Worth. He completed his residency at the Osteopathic Medical Center of Texas in Fort Worth.

Kathi Cox
Chief Operating Officer, Ambulatory and Virtual Channel
Kathi Cox is the chief operating officer of the Ambulatory and Virtual Channel at Texas Health. In her role, she is charged with thinking beyond traditional healthcare offerings and forging innovative models of care for North Texans, while expanding Texas Health’s reach.
Cox started her career with Texas Health almost 30 years ago and advanced through positions of increasing responsibility. Her work now includes building and supporting new models of care to better meet consumers’ needs, using both physical and virtual interactions. These models include urgent care, virtual visits, behavioral health and home healthcare. Cox brings to her role a passion for the consumer experience and the use of technology to streamline operations.
Prior to serving in her current role, she worked in hospital operations, information technology, and patient and family experience within Texas Health. This diverse background has provided her with a wealth of knowledge across the continuum of care that has been vital in her work to establish a seamless experience for consumers.
Cox is a graduate of The University of Texas at Austin and holds an M.B.A. from Western Governors University.

Kirk King
Chief Operating Officer, Hospital Channel
Kirk King, FACHE, serves as chief operating officer for the Hospital Channel of Texas Health Resources. King is responsible for distinguishing Texas Health from its competitors based on the consumer-focused clinical care provided in the system’s hospitals.
A career healthcare executive, King leads the strategic, operational, financial and quality oversight of 14 wholly owned hospitals and six physician-owned joint venture hospitals at Texas Health. His 40 years of experience help him guide the hospitals in delivering exceptional consumer experiences and consistent clinical outcomes.
During his 25-year career with the system, King has served as chief operating officer for the system’s southwest zone and president of several hospitals, including Texas Health Arlington Memorial Hospital, Texas Health Harris Methodist Hospital Hurst-Euless-Bedford and Texas Health Presbyterian Hospital Kaufman.
An Alabama native, King earned his master’s degree in business administration from the University of Alabama at Birmingham. He also holds a Bachelor of Science degree in business administration from the University of Alabama in Tuscaloosa.

Andrew Masica, M.D., M.S.C.I., SFHM
Chief Medical Officer
Andrew Masica, M.D., M.S.C.I., SFHM, serves as the chief medical officer for Texas Health Resources. Masica has extensive experience leading system-level clinical quality, safety and care delivery innovation initiatives.
As the senior physician executive for Texas Health, Masica's operational responsibilities focus on deployment of evidence-based practices into daily patient care and reduction of non-beneficial clinical variability as a driver of quality and safety across the continuum. He also has system-level oversight of Texas Health’s clinical service line programs, medical staff affairs, research initiatives, a growing Graduate Medical Education platform, and academic collaborations, including a broad academic affiliation agreement with UT Southwestern Medical Center.
Prior to joining Texas Health, Masica held positions with Ascension and Baylor Scott & White Health. He has served as a member of the Agency for Healthcare Research and Quality’s National Advisory Council and as a section editor for the Journal of Hospital Medicine. He has been designated as a Senior Fellow by the Society of Hospital Medicine and recognized as Young Healthcare Executive of the Year by the Dallas-Fort Worth Hospital Council. In addition, he maintained an active practice in hospital-based internal medicine for 18 years.
Masica earned his undergraduate degree at Harvard University and his medical degree from the Indiana University School of Medicine. He completed a residency in internal medicine at UT Southwestern Medical Center, followed by a clinical pharmacology research fellowship at Vanderbilt University Medical Center. He also earned a Master of Science in Clinical Investigation at Vanderbilt’s School of Medicine.

Mary Robinson, Ph.D., R.N., NEA-BC
Chief Nursing Executive
Mary Robinson, Ph.D., R.N., NEA-BC, serves as Texas Health’s chief nursing executive. In partnership with the chief medical officer, she is responsible for improving patient outcomes across the system by leading efforts to drive clinical excellence, from decision-making to product fulfillment.
A dedicated healthcare executive with decades of acute care experience, Robinson leads innovative nursing work, sustains consumer-focused clinical care and designs and deploys solutions that provide Reliable Health in all care settings. She oversees the System Clinical Excellence team and has led efforts to achieve Magnet and Pathways to Excellence status for Texas Health entities, as well as other important designations. Her ability to standardize best practices helps ensure delivery of strong outcomes in an efficient manner for Texas Health consumers.
She began her career in healthcare over 40 years ago as a staff nurse at Texas Health Harris Methodist Hospital Fort Worth and has been with the system ever since. Throughout her tenure, Robinson has advanced through roles that helped her develop as a highly successful, service-oriented nursing leader. She has been recognized as one of Modern Healthcare magazine’s 50 Most Influential Clinical Executives in the United States.
Robinson has been a registered nurse since 1982, is a graduate of The University of Texas at Arlington and holds master’s and doctoral degrees from Texas Woman’s University.
