Keep a range of toys and safe household objects around to attract their attention, and let them move from activity to activity as they wish.
You can offer your toddler quiet activities that require focus—simple puzzles or reading aloud—at times when she seems in the mood. But don’t expect her to transition from running around to sitting quietly in an instant.
